Hong Kong, 29th March 1874
To His Excellency Sir Arthur Kennedy, K.C.M.G., C.B., Governor &c., &c.
Sir,
I beg to inform you that Messrs Rankin, Kennedy & Co. have offered to deduct the sum of £181.6.0 from the amount of Contract "for Colmans & Girders" if the trucker in the Flitch Girders is dispensed with.
Although the above amount does not represent the precise cost of the timber in question, I think that as all labor at present engaged will be already worked up, that which may be worked would be a loss to them. I therefore beg to recommend the acceptance of this offer.
I have the honor to be,
Your obedient Servant,
H. T. Rogers, Acting Colonial Engineer
